The timing is not a coincidence. This week, Japan’s groundbreaking smartphone competition law officially went into effect. The new legislation strips Apple of its exclusive control over app distribution, forcing the tech giant to allow third-party app stores on its devices. Epic Games was quick to seize the moment, making Japan the second major market after the European Union where iOS users can bypass the App Store entirely.
Breaking the Walled Garden
For years, Apple maintained absolute control over what software could run on its phones. That changed in Japan with the passage of the Act on Promotion of Competition for Specified Smartphone Software. Aimed directly at the mobile duopoly of Apple and Google, the law bans gatekeepers from blocking rival stores or forcing developers to use proprietary billing systems.
Under the new Japanese regulations, dominant platforms are also barred from giving their own services preferential treatment in search results. This means Apple cannot artificially boost its own gaming subscription services over rivals. It is a major blow to Apple’s lucrative services division, which relies heavily on the 30% cut it takes from standard App Store transactions. Japan has always been one of Apple’s most profitable regions, boasting a massive population of mobile spenders who flock to free-to-play gacha games and competitive titles like Fortnite.
Violating the law carries severe penalties, with fines reaching up to 20% of a company’s domestic revenue for a first offense. Confronted with these massive financial threats, Apple had to relent. The regulatory shift opened a door that Epic Games CEO Tim Sweeney has been trying to kick down since 2020, when Apple booted Fortnite off the App Store over a direct payment dispute.
“This is a huge win for consumer choice,” said Sweeney in a recent statement on the Japanese launch. He pointed out that giving players a direct way to download games fosters healthy competition and drives down prices.
How to Install Fortnite on iOS in Japan
Getting the game back on an iPhone requires a few more steps than a standard App Store download, but it is relatively straightforward. Japanese users can visit the official Epic Games website via Safari or another mobile browser to initiate the installation.

The publisher knows that any extra click can cause a user to abandon the download. To entice players back, Epic is offering exclusive in-game rewards, including a special outfit and back bling, for anyone who downloads the game through the new marketplace in Japan over the next month.

Japan’s regulatory shift mirrors similar efforts across the globe. The European Union paved the way earlier this year with the Digital Markets Act, which enabled Epic to launch its iOS store in Europe. Now, with Japan joining the fray, pressure is mounting on other major economies to follow suit.
Regulators in the United States, the United Kingdom, and Australia are closely watching these developments. While Epic’s legal battles in US courts yielded mixed results, antitrust authorities are increasingly leaning toward legislative solutions.
