A New Chapter for Downtown Denver
Denver is growing up. For decades, the massive sea of asphalt surrounding Ball Arena has served a simple, utilitarian purpose: parking. But that era is drawing to a close. Kroenke Sports & Entertainment, the empire behind the Denver Nuggets and Colorado Avalanche, is entering the final stretch of a multi-year campaign to secure crucial zoning approvals. They want to transform these 55 acres of flat pavement into a dense, vibrant urban neighborhood.
The scale of the proposal is staggering. KSE plans to construct up to 12 million square feet of mixed-use space. This massive undertaking will effectively push Denver’s downtown core further west, bridging the gap between the isolated Auraria Campus, the South Platte River, and the central business district. Instead of cars, the area will soon host high-rise apartments, offices, retail shops, and public parks.
Connecting the City
For years, the parking lots around the arena have acted as a physical barrier. Walking from the river to downtown meant navigating a desolate concrete desert. The new master plan aims to fix that. By integrating the development with the adjacent River Mile project—another colossal redevelopment planned along the Platte River—planners hope to create a seamless, pedestrian-friendly corridor.
The plans show a neighborhood designed around people, not vehicles. Pedestrian walkways, bike paths, and green plazas will wind between the new buildings. A signature public park is slated to run along the riverfront, offering residents and visitors a place to touch grass in the middle of the city. The arena itself will remain the central anchor of the district, but it will be surrounded by life rather than empty space.
Addressing the Housing Crisis
With thousands of new residential units on the table, the project has inevitably sparked intense negotiations over housing affordability. Denver is in the middle of a chronic housing shortage. To win over city officials and community advocates, KSE has agreed to a binding development pact.
Under the proposed terms, the developer will set aside 18% of the residential units as designated affordable housing. Because the project could yield up to 6,000 homes, this agreement would create over a thousand income-restricted units right in the heart of the city. It represents one of the largest affordable housing commitments ever secured from a single private development in Denver.

The development focuses heavily on transit-oriented design, urging visitors to utilize the nearby light rail stations and bus routes.
While some suburban commuters have expressed concern about the loss of easy parking, city planners argue that the change is necessary. Surface parking lots are an inefficient use of prime downtown real estate. Replacing them with housing and parks is seen as a major step forward for Denver’s sustainability goals.
What Comes Next
The finish line is finally in sight for the planning phase. The Denver City Council and the city’s planning board are currently reviewing the final rezoning requests and a highly detailed set of design guidelines. These documents will dictate everything from maximum building heights to how wind flows between the towers.
If the council gives its approval in the coming months, KSE hopes to break ground on the initial phases shortly after. It is a bold, long-term bet on the future of Denver, one that could redefine how sports venues integrate with the communities around them.
