Apple’s tight grip on the iOS ecosystem in Japan is starting to slip. Epic Games has announced plans to launch its own digital storefront and bring its hit game, Fortnite, back to iPhones in Japan. The move follows the passage of a landmark antitrust law designed to dismantle the app store monopolies of major tech companies.

For Japanese gamers, this is a big deal. Fortnite has been missing from iOS devices globally for years. Now, thanks to changing legal frameworks, the game is slowly making its comeback, one region at a time.

The Law Forcing Apple’s Hand

The catalyst for Epic’s return is Japan’s new Act on Promotion of Competition for Specified Smartphone Software. Passed by the country’s parliament, this legislation aims to foster fair competition by targeting dominant platform operators. Essentially, it prohibits giants like Apple and Google from blocking third-party app stores and alternative payment methods.

The Japanese government is not playing around. The law includes severe financial penalties for non-compliance. Companies that violate the rules could face fines of up to 20% of their domestic revenue from the affected services. For repeat offenders, that penalty can jump to 30%. These steep fines are designed to prevent tech giants from dragging their feet or using malicious compliance to bypass the spirit of the law.

The regulations are expected to go into full effect by late 2025. Epic Games has aligned its launch timeline accordingly, stating that it expects to roll out the Epic Games Store and Fortnite in Japan in the latter half of next year.

A Long-Running Feud

This Japanese expansion is the latest chapter in Epic’s long, public war against Apple. The battle began in August 2020. Epic introduced a direct payment option inside Fortnite to bypass Apple’s 30% cut on in-game purchases. Apple immediately pulled the game from the App Store, sparking a series of high-profile lawsuits across several continents.

Epic’s strategy has shifted from relying solely on courtrooms to pushing for legislative action. Japan is now the second major region to force Apple to open its ecosystem. The first was the European Union, where the Digital Markets Act allowed Epic to launch its store and Fortnite on iOS devices in August 2024.

Why Japan Matters

Japan represents a massive market for both Apple and game developers. It is the third-largest gaming market in the world, characterized by high spending per player. Mobile gaming is particularly dominant, with millions of users playing on their daily commutes. Bypassing Apple’s 30% commission in this market could save Epic and other developers millions of dollars in revenue.

However, the road ahead may still be bumpy. In Europe, Apple complied with the law but introduced new fees, including a Core Technology Fee that developers must pay even if they use third-party stores. Epic’s chief executive, Tim Sweeney, has spent months calling these fees illegal and anticompetitive. It remains to be seen if Apple will try to introduce similar hurdles in Japan.

What Lies Ahead for Gamers and Developers

The changes in Japan could trigger a domino effect across the globe. Other nations, including South Korea and the United States, are closely watching these regulatory experiments. If third-party stores prove successful and safe, more countries may pass similar laws.

For now, Japanese iPhone users will have to wait a little longer. But the promise of a more open mobile ecosystem is closer than ever. When the Epic Games Store finally goes live in Japan, it will represent more than just the return of a popular video game—it will mark a fundamental shift in how we access software on our phones.
